I am set as an operator, and I can login to the area. When I load the Request Manager window, then click operator chat, I get an error message that says "Error Please submit your query using our trouble ticket system"

What's wrong?

You must have the monitor open in order to be "live"

the monitor is a window that appears when you make click on "Live Help" in the Admin area.  Check that you, as an operator, are assigned to a department.  Now, Start Operator Chat is used to start a conversation with another operator like you, so there must be another guy online as an operator, is it your situation?
