Try adding a slash at the end, so it would be /hcl/setup/, or try navigating to just /hcl/ as it may redirect you a bit better.

Only other thing I can think of is that it may not have the right permissions, so in your ftp client, try setting the permissions on /hcl (and all children) to 644, then, during the install, you may have to change some permissions again. But 644 (rw-r--r--) is the standard setting for PHP files.
