Frustrations after Upgrade

After my host made a server upgrade HCL stopped preforming. After trying a few things I gave up and scrapped it.
I deleted the directory and database to start over.
Now I've unpacked HCL, Created a new database and CMOD the correct directory's all like before.
First problem I noticed is a message at the top when accessing the HCL install in a browser:
"Warning: Smarty error: problem writing temporary file '/home/gobohost/public_html/hcl/class/../compile/%%196/%%1964540384/46f94575e615b' in /home/gobohost/public_html/hcl/class/smarty/Smarty.class.php on line 1115"
Based on my limited knowledge I would assume this is telling me that it cant write anything in the class directory. But it is writable.
Has anyone else seen this issue?
Here are my server stats:
cPanel Version 11.11.0-RELEASE
cPanel Build 16983
Apache version 1.3.37 (Unix)
PHP version 4.4.7
MySQL version 4.1.22-standard
Architecture i686
Operating system Linux
Path to sendmail /usr/sbin/sendmail
Path to PERL /usr/bin/perl
Kernel version 2.6.9-55.ELsmp

Are there any files in the compile directory, and what are their owners and permissions. You will only get that error if PHP can not write to the file, so it is permissions, however there are a lot of things that can be done to the Unix permissions system which can cause this even if the directories permissions are right. I've seen servers setup so that apache can not read or write to a directory it just created.
also check to see if they turned safe mode on, where it wasn't before.

Thank you.
Problem solved. The server was not deleting the compile and class directory even though I got an OK.
Issue solved after a server restart. After restarting I could delete the directory's and reinstall HCL.
