How to be an operator?

I have looked through this forum a lot, including the 3 common problems!
I'm running Apache 1. 3. 41, with PHP 5. 2. 6, and I have the same problems in all browsers.
Everything installed properly and seems good to go. I login to the administrative panel, click "Live Help", then I click "[Start Operator Chat]". Then I get what looks like a chat window for the client side that doesn't load the department in properly with a little message above that says "Error" in small letters.
I am assuming this is how you login as an operator? Or do you have to use some piece of computer software?
Did I do something wrong? I've tried to find docs for this, but I don't see any. I heard there is an FAQ section for this software but couldn't find that either. Can anyone point me in the right direction?
Sorry for the lenghty post. Help please!
