Could the problem be that the session.save_path in the php.ini file needs to point to a static directory?  I think that is the problem, however I don't have access to my PHP.ini file.  Food for thought.

Is your hcl install directory world writeable?  If not, yeah, that can cause an issue.  Really this is a poor way to setup the server. 

Check with your hosting provider about why this is set this way.  Having it set this way, you have to give directory write access, a patently bad idea.
