iso-8859-1 change to utf-8

I have written an own lang file for german, we have some special characters that are not included in iso-8859-1 is there any possibility to change it in utf-8?

try changing it on the same language file. Find this on line 31:

$lang['charset'] = 'iso-8859-1';

Also you may need to change your database collation setting, something HCL currently can not do for you (I use phpMyAdmin to do this.)
