It has recently been suggested that operators should not be able to delete transcripts.  The attach transcripts.php (it is zipped for the web) does just this.  This is the /admin/transcripts.php which if $conf['opdelete'] isn't true in the config.php file, will cause the system to disallow transcripts.

NOTE: this is actually beta software, I recommend that you back up the files and database of your HCL install before putting this in.  Once you have a backup, unzip transcripts.zip, extract the transcripts.php and upload to /hcl/admin/ replacing the file there.
