Live Chat with operator not working

I get an error message when I try to chat from operator to operator. ( This error message is an error configured from HCL and not a PHP error )
Running on: Apache 1.3.37 (Unix), PHP 5.2.2, MySQL 4.1.22-standard, Linux Kernel 2.6.11-1.1369_FC4
smp
HCL version: 2.1.3

(SOLVED)
After creating Departments and assigning Operators I could make operator to operator chat.

I got another error
while one operator wait to talk with the other ( with the wait while connect you msg ) for ever
the other operator got the chat window

why this happens ??

I'm not sure I'm understanding the correctly. You get the message for a long time before the other op get's the request?

No,
Let's see, I have operator A and operator B
If operator A request a chat session with operator B
The operator B receive the request and accept it. And the chat opens for operator B, but for operator A, it only get that "Wait while we connect you" message.
