I have just installed HCL, changed all permissions to 777, almost everything working fine, but when I try to register a new department the description of the field (ie Department:) and the field itself doesn't appears, so I cannot register a department. . .

Could some one help

In your admin click on 'Settings'.  Then choose 'Departments', then click on 'Add'.
