Title: Notes / Alerts

Make an Alert section that appears on the homepage, preferably above the Notes section. The Alerts should only then be editable in the Admin area (read-only) to regular operators). It would also be nice if the Alerts were very noticable, perhaps a light yellow background color to stand out.

Also, if the alert could be timestamped and include the ID of the Admin that posted it.

This is doable.  The color and fonts are defined in templates, so each site can set it up how they like.  Good idea, so the admin can put up there, "Hey, quit telling people I'm stupid" and know that when his ops log in, they see the message... :D
