The only thing I can suggest is that somehow your download got corrupted. Try downloading a fresh copy of HCL, remove the setup folder and config.php file and overwrite with what you already have in place. Let me know how you get on with this. Login to your admin interface. in your top right corner you have "System Configuration", Click that. Now click "operators". There you have a list of operators. Quote Cybergoblin Support (USERNAME) | Logged into Client Monitor | View Statistics | Edit | Click "View Statistics". Now you see some statistics of that operator. There you click "Reviews: View Reviews" I hope that helped. When it comes to the "undefined variable: blob" error. I can confirm this is the same for me.
