is a double question: im going to changed the hosting of my website so i bucked up all the files of my website and i reuploaded in the new one, can i do the same with hcl? cause i did it i cnaged the config. php to point up to the new database and the new webisite name and a whithe screen shows up and nothing happends

HELP PLZZZZ Huh Huh

Moving host should be no problem at all.  If you are sure your config is correct check your error log and it may point to a file permission problem.
