Just to double check, your running version 2.1.5?  There was a cookie timing issue in all other 2.1.x versions.

if you have shell access, check the date on the server.  Alternatively, you can make the following file and upload to the server:

Code: (checkdate.php)
<?php
echo "Today's Date".date()."<br>\n";
?>

Have you tried clearing the cookie.  The only thing that pops into mind is that a cookie is corrupted and not resetting as it should.

It's possible, however I didn't see anything in the phpinfo we did (of course, it's a lengthy document and I have been having to look at it in chunks rather then pouring over it as I normally would.)
