I had some permission problems setting up to.    I created a  .  htaccess file for the install directory and added these lines
php_flag display_errors off
php_flag register_globals off
php_flag allow_call_time_pass_reference on
php_flag always_populate_raw_post_data on
php_flag safe_mode off

Then I no longer had permission problems. 
If you set the first line display_errors to on, it might give you some insight as to what the problem is.
